Is it necessary to buy upgrade to upload new theme downloaded

  I have downloaded some themes for wordpress. But i don’t see any option to upload it !! Is it necesarry to buy some upgrades to upload themes to wordpress downloaded from external sites ??

  The blog I need help with is: (visible only to logged in users)

  Because of the way WordPress.com’s technical infrastructure is designed, we are not able to support uploading of custom WordPress themes on our service.
