  I’m not sure I understand your question. Your theme already has a footer. What is it you are wanting to do?

  On dashboard>widgets I can see a left side bar and a right side bar, but no footer. I would like to place widgets in the footer (the bottom of the screen).

  You can’t change the functionality of your theme here on WordPress.com, so if your theme doesn’t support widgets in the footer, you won’t be able to add them there, regardless of whether you have the Custom Design upgrade or not.
