Is it possible to add "empty links" as we do in MediaWiki?

It’s like…hmmm…when I write an article and there is a related topic, so I want to add a link to another article (which has not been created yet, thus an link to a non-existing page, an “empty link). Later when I have finished writing the first article, I can get a list of these “empty links”, and I can start writing other articles about them.
In this way, I don’t have to go back to the first article and add the links when I have finished other articles later. So my pages can be interlinked more efficiently.

For what site is this?
To do this you’d just add a not-yet-existing URL for the link, and then once you create the other post, make sure the permalink for that post exactly matches the link you used. If you’re working on a WordPress.com site, where the permalink includes the post date, that means you’ll need to make sure both the publication date and the post slug matches.
But there’s no way I know of to do this dynamically, using a place holder of some kind, that automatically updates to the URL for the target post once it gets published.
If there’s a way to do this dynamically, it will require a plugin, so you can try asking the community over on WordPress.org if they know of any plugins like this:

However, keep in mind that to use plugins on WordPress.com requires our Business Plan.
