You can make the entire blog private. But as husdal said, you can’t ban some from viewing. You can ban IP numbers from leaving comments though. But keep in mind many people might be coming in on proxys or dial-up which changes IP numbers.

oh thats too bad, i hope in the future they add an option like that in wordpress
thanks for responding to my question :) -
oh i received a spam post a while ago.
how do i ban the ip from commenting again? i dont really mind if they use proxy i just have to keep on banning them -
Under Settings->Discussion, just put that IP in the moderation box. It will, unfortunately, also block a lot of other people. IP bans work like that.

IP addresses are no longer unique for each person on the web – haven’t been for quite some time. Banning by IP address could actually end up banning 100’s of others on that ISP that have been assigned that same IP address.
Also, if the person uses a wi-fi hotspot somewhere, they will be on a different IP address. Right here in my neighborhood, my wireless on my computer finds 3 different wireless networks (other than my own) that are wide open and unprotected which means I can have 4 different IP addresses and never leave my home office by just connecting to their networks.

The only way you can block anyone from viewing your blog is to change your settings to private. The instructions for doing that are found here http://support.wordpress.com/settings/privacy-settings/

I tried banning a person but they just showed up again with another ISP and now they deny being two people. anyways, even banning by ISP wont stop someone, I believe now theres programs that will switch someones IP. But, from my experience, most people who are banned won’t bother commenting again.

Some ISP’s will try and assign you the same IP address, but others such as my ISP, just assign you whatever is lying around. All I have to do to switch IP addresses is to reset my DSL modem and I have a new IP address.

ohh wow, I should see if that works for me. Something probably unrelated to the issue here but when I first started at wordpress I noticed everyday when I responded to comments on my blog that the ISP under my name changed to a new number. It doesn’t do that anymore but at the time I thought thats how ISPs worked where you get a new number everyday lol

Some ISP’s will reboot their equipment during off hours so that it doesn’t interrupt users during the day, which could be why yours was changing overnight. Mine does that at times also.
