Is it possible to edit widgets?

i’m trying to set up a family geneaology website. i have tagged stories to family members so all you have to do is click the person to see all posts associated with that person. that works fine. my problem is i don’t like the tag cloud.
i’m wondering if:a) is it possible to edit the tag cloud widget to get a list instead of a cloud?
b) can i do this with a blog hosted by wordpress.com? is there any theme that would allow this?
c) if possible, how do i accomplish this? or do i need to purchase the css upgrade?i’ve noticed some webstites on wordpress.com have a tag list like this one:

No it’s not possible on a wordpress.COM blog.

No it’s not possible on a wordpress.COM blog. This is not a theme dependent issue.
i’ve noticed some webstites on wordpress.com have a tag list like this one: optimisticgecko.wordpress.com
