is it possible to install “plurk” in wordpress?

they said that WP does not allow javascript but i’ve seen other WP blogs that have it. How’s that possible?

They’re probably WP.org blogs, not WP.com blogs. See the sticky thread at the top of the forum on the differences between the two.

i got this codes from plurk which i wish to add into my sidebar. Is it possible?

You won’t be able to use that code because it uses an iframe. Try using the Plurk RSS feed in an RSS widget instead. http://faq.wordpress.com/2006/12/24/using-the-rss-widget/

If you are blogging here on WordPress.COM, you can add an RSS widget to your blog’s sidebar under Design>Widgets. The RSS feed you get from your Plurk account settings and put it in the space in the WordPress.COM RSS widget that says “Enter the RSS feed URL here:”. Since I don’t have a Plurk account, I can’t tell you where to find the RSS feed on Plurk.
