  Hi,
  I would like to install dual language plugin. should I host my own blog or I can do that on your site by baying some money?

  If you must do exactly that, ie install a dual language plugin, then you must leave WordPress.COM and get software from WordPress.ORG and install it on your own webspace, for which you pay somebody.

  If you just want a translation feature, however, you can have that for free. See here:
