Is it possible to upload a plugin free?

I just want to develop paid word press plugins, I don’t want to sign up for a business plan at $10 a month.
Is there a development page or anything similar?The blog I need help with is: (visible only to logged in users)

You do not need a WordPress.com site or account, let alone a paid plan on a site in order to create a plugin. Please visit the Codex page if you are interested in creating plugins for WordPress:

Yes, you will need a WordPress.com Business Plan to add plugins to your WordPress.com site: https://en.support.wordpress.com/plugins/adding-plugins/

I think you’re confusing us with the WordPress software. We are WordPress.com, the hosting provider. If you want to develop and sell plugins read the instructions staff-doublebassd provided above.

@fstat, no I don’t think I’m confused, I’m specifically asking if there’s a way to NOT pay for a business account to upload and sell plugins, I’ve already wrote the plugins I don’t need information of the development just the way to bring it to market.
I just want a developer portal, is there such a thing?

This is the process required to add a plugin to the WordPress repository. It does not happen through WordPress.com.
Rather, you need to work through the open source WordPress community.

Oh, to answer the part about the business plan….
No you do not need one at this time. You might consider one so you can test your plugin after it is approved for the WordPress repository. The plugins that are approved for WordPress should also work with WordPress.com. There are a few exceptions. It’s possible that you build a plugin which is approved for WordPress repository but it won’t work on WordPress.com due to our managed environment.
