Is it still possible to register new users without blogs?

Hi there –
With the new changes to WordPress.com, it appears that the ability to create a ‘user’ account (without needing to set up a blog url) is no more – at least in the way we were familiar with it.
Does anyone know if there’s a new utility or workaround to create JUST a user account, without having to go through the website/blog options?

I should add that we previously directed people to wordpress.com, had them click “Log In,” then “Register.” There was then an option in the register screen to select “Just sign me up for an account.”

Can you advise where to find that option? With the new site updates, I’ve only been able to find the following page, which directs immediately to a page requiring users to “Create a site and Continue”

For you to be able to experience what the invitees without a username account experience you must log out of wordpress.com and clear your browser cache and cookies.

The invitees who lack username accounts select the “username only” option here:
https://signup.wordpress.com/signup/?user=1 (Note: If you check this yourself than you have to be logged out in order for it to load properly). -
