Depending on what you want to do with your website, both can be great options for you.
WordPress.org is the open-source project that works on the WordPress software and where you can get the software for free to use on your own hosting provider. The advantage here is that you have more freedom in terms of what you add to your site via plugins, themes, etc. However, you are in charge of finding a host (i.e., Bluehost, Go Daddy, Hostgator, etc.), security, backups, and site maintenance yourself. Outside of the public community forums at WordPress.org/support/forums, there is no dedicated support for WordPress.org sites.
WordPress.com is a managed hosting provider of the WordPress software and with whom you’re contacting now. The advantages here is that hosting is included for free, along with your security, site maintenance, and backups. Also, a big draw is that there are dedicated 24/7 support for WordPress.com sites provided by Happiness Engineers such as myself via these forums and via email and LiveChat (with a paid plan). The drawback is that there are some restrictions in terms of content, code, and certain themes and plugins that can be added to WordPress.com sites.
