Is Post excerpting turned-off for the 'free for life' version of WordPress?

I am using the ‘free for life’ version of WordPress at wordpress.com. I have noted several features are not included that I have available at a paid WordPress site that I administer. Is there documentation for the ‘free for life’ version that shows a feature comparison between the ‘free for life’ version versus the paid version?

Neither the free plan nor the Premium plan allow you to upload your own themes or plugins. Hi there,
The excerpt feature is available to paid and free versions of WordPress.com. Payment doesn’t determine the availability of that feature. The excerpt feature only works with certain themes. However, the excerpt feature is available for your theme, Twenty Fourteen. The Excerpt module can be found to the left of the post editor, with the other publishing options in your sidebar.

I do not find the Excerpt module in the Post Editor Publish Options box, or do I misunderstand where to look? However, the more tag comment included with the list of themes that automatically support excerpts provides an alternative. Note I am using a Static Home Page and separate Posts page.
I also see that my Posts do not include social media sharing or commenting, even though these boxes are checked in the Discussion and Shares and Likes windows below the Post Editor.

Excuse me. I am still using the old WP Admin interface. I have the Excerpt option checked in the Post Editor Page Options, and I have entered manual excerpt in the Excerpt Window, but the Posts page displays the full Post.

if not, a few things I would try:
First, please make sure that your browser is up to date by visiting http://whatbrowser.org/
If it is not, please try updating your browser or trying a different browser if the updated browser still doesn’t work.
Also, with your current browser, you can:
- Try clearing your browser’s cache and cookies: http://en.support.wordpress.com/browser-issues/
- Make sure that you have third-party cookies enabled: http://en.support.wordpress.com/third-party-cookies/
- Try with all browser extensions or add-ons temporarily disabled.
- Try enabling HTTPS: http://en.support.wordpress.com/https/

I am very pleased with all this support!!! I have not yet had a chance to try all the suggestions
It is interesting that you can see the social media sharing buttons and comment window at the bottom of the Post. I have new WIndows10 laptop, but I am using Internet Explorer. I am using this option, as Microsoft Edge says something about my RSS feeds from my paid WordPress site being an unsupported protocol, http://wildrockiesraceteam.com/

If you have another browser on your computer, I would check and see if you see the buttons and comment box on your site. I’d be curious to see if you can.

Both IE11 and Edge12 are the most current versions. Also, I see the same issues in Edge12: Posts not excerpting, even after assuring manual excerpt is present in the New Post Editor; no Comment Window nor social media sharing buttons at the bottom of the Post (although there is a Post RSS Follow link adjacent to the Post that I do not see in IE11)

I did all the things you suggested for IE11, and the same results: No Post excerpting; No social media sharing buttons nor Comment window in Posts (although they are and have been present in Pages).
I do now see the Post RSS Follow link adjacent to Posts in IE11 (perhaps I had not noticed it before?)
Also, IE11 on my wife’s Windows7 PC shows the same results.
Note we utilize ESET Smart Security.

Great news! Even though excerpting is still not working, I am able to achieve the result I want with the more tag. Upon clicking on the Continue Reading link, the whole post comes up in a page (presumably the “Single Post” template) that now includes the Comment window and social media sharing buttons at the bottom. Apparently, the malfunctioning of excerpting has the side effect of utilizing some other page template. This should give the WordPress Gurus something to cogitate.
