Is Reblog feature available on my own domains?

I have two questions regarding my WordPress.com blog.
My first question is that I was thinking about starting another blog on my own domain and hosting account and installing WordPress. Is it possible to use the reblog feature on my own domain?
My second question is if I take my existing wordpress.com blog, and select the option to buy the .com domain for my wordpress.com blog for $17 for the year, will I still be able to reblog other users? Related to this question…if I buy the .com domain and move the wordpress.com blog to my own domain, will I then be able to advertise on the blog?
I did the research on this last night and couldn’t find any info on it. Thanks for your help!

I forgot to add that I tried to find a plugin with one of my existing wordpress domains where I could follow other blogs, but I couldn’t find anything.

No – you need to move completely off WordPress.COM to a different host if you want ads – putting ads here will get your site suspended – there are a few options for very high traffic sites for revenue sharing with Ad-Words I think.
If you want to know about your own host and such you need to make friends over at WordPress.ORG the keepers of the software you would be using.
