is sandbox 1.6.1 for WP.com identical to the one for “selfhostedWP.ORG”

Hi,
I am customizing Sandbox 1.6.1 to use on WP.com, but before paying for CSS-editing rights, I would like to design the theme offline so that I can see that it works (that I can achieve what I want) before I pay. Can I download the Sandbox 1.6.1 somehow and test-code the CSS on a selfhosted blog in order to view the changes in different browsers etc?Or are the sandboxes different for selfhosted vs. WP.com?

Not 100% entirely the same, but for what you are going to be doing, it should not create any problems. There is some wordpress.COM specific CSS that has to be included so that features that are unique to wordpress.COM will function correctly (the CSS for the grey admin bar at the top of the screen when you are logged in for one such .COM specific section you will have to add).
Hopefully devblog will pop in and give you the rest of the story on Sandbox. He speaks sandbox with considerable authority.

Yes, you can. Like TSP said, the selectors are pretty much the same with a few exceptions, but whatever you style on your local install should work here too. In fact, that’s how I style my skins, and they work well on wp.com hosted blogs as well. For example, this is my photoblog which is self-hosted:
