I am planning to get a premium plan for WordPress and I want to start my store on my website. So is the store option available in the premium plan?

Sadly, no, it is the Business Plan which unlocks the Store: https://en.support.wordpress.com/store/
The Business Plan also unlocks plugins which can help in terms of selling stuff, with WooCommerce being the most popular one.
Bare in mind the Premium Plan DOES have access to Simple Payments: https://en.support.wordpress.com/simple-payments/
