Is the Dashboard for Free WP different than Paid? HELPFUL HINTs as well

My question is simple:
Is the Dashboard for Free WP different than Paid sites? When I look at online tutorials, I see them accessing permalinks, appearance-editor-theme, settings-general-site address, and none of it appears on my site the way they are showing it. Do I have to paid the 5 bucks a month to get this dashboard?
Your help is truly appreciated. By the way, I found a very helpful hint today, if you are looking for the dashboard you see on the instructional videos versus the blue one that defaults when you login, just type in https://YOURSITENAMEHERE.wordpress.com/wp-admin
I cannot believe this is not linked to the blue page, or maybe it is and it has escaped me.
Also, another hint. I went on forums to try and get help changing the little icon for my site, the one that appears in the top left of the blue dashboard, and no one could help me. When I went on the admin dashboard today, I was able to change it right away.

There are some differences between our free plan and premium plans. With our premium plans you have the option of having a custom domain (ex: example.com), using custom css and removing wordpress ads etc.
You can view the list of differences in our Plans page.
We have two different dashboards: Your sites dashboard and our calypso dashboard if you’re signed in.
Both of these are free and accessible to all our users.

Online tutorials on wordpress have a black background dashboard, as opposed the blue one, and I was able to get there by typing in https://YOURSITENAMEHERE.wordpress.com/wp-admin
But even when I do that, as noted here, I do not get access to “permalinks, appearance-editor-theme, settings-general-site address,” none of that is in my dashboard.So, if I were to pay to get one of the plans, would I have access to these three things?

The following options:
- Accessing Permalinks
- Appearance Editor Theme
- Site Address/li>
Are only available on self-hosted WordPress.org setups and is not available on WordPress.com.
Permalinks are available to VIP WordPress Customers.
If you really would love the options. I would suggest to setup a self hosted wordpress.org site with a different provider.
