Is the problem displaying a blog I manage a WordPress issue or the host svce?

  One of the sites I manage — ChiSaito.com — will not display at all, neither the site itself nor the admin panel. I have cleared the cache/cookies/etc. but it still won’t come up at all. my hosting service (via Hostmonster.com) is still active and paid up. I cannot access this site at all. Is this a WordPress issue or is it a problem with the hosting service?

  In the admin panel of my own site (Fiddlerchick), when I go to “manage blogs”, there is a big red exclamation point next to the ChiSaito.com one, but it won’t tell me what the problem is or why I cannot access the site. I really need help with getting this resolved before the actual owner of the site flies to Japan on Friday (12/26) so I can finish the updates before he leaves. Thank you!
