Is the WordPress link at the top, theme-based?

  One of my wordpress sites has the ‘Create your website at WordPress.com – Get Started’ link at the top and my other wordpress site does not. Does this bar at the top depend on the theme I’ve chosen?

  The blog I need help with is: (visible only to logged in users)

  It depends on the plan you are on rather than the theme you are using. “Create your website at WordPress.com – Get Started” shows on all sites using the free plan. Note that you only see that (and other ads) when you are looking at a free site whilst logged out of your WordPress.com account.
