Is the WordPress.com Business Plan $199 a year in affect for life?

  Is the WordPress.com Business Plan $199 a year in affect for life?’
  I just noticed that if I upgrade to the Business plan it is now $16.58 a month or $199/year. I will only upgrade if I will continue only paying $199/year
