Absolutely this can be done, and it can be moved as is.
Over here at WordPress.com, you would need to first create a site here: https://wordpress.com/start/domains > use a free WordPress.com domain (i.e. example.WordPress.com), and not the intended domain at this stage and the business plan would need to be purchased along the way.
At the live site, please install the Jetpack plugin, and then follow these steps to import the site: https://wordpress.com/support/import/import-an-entire-wordpress-site/
Once the import is complete, it would then be possible to either transfer the domain over to WordPress.com, or connect the domain via the site (which is free to do with the business plan) via custom DNS settings:
- https://en.support.wordpress.com/incoming-domain-transfer/ (domain transfer)
- https://wordpress.com/support/domains/connect-existing-domain/ (domain connection)

WordPress.com doesn’t use a control panel, but instead uses it’s own platform in order to be able to upload files and access the database.
