Is there a default Category Limit?

    I am trying to add a listing of 5000 cities to a city category for my website. I created a custom post type via custom plugin code. I created a “city” category type and added 5000 cites with appropriate delimiters as the “default categories”. When I attempt to save this plugin, I get an “expected ‘)’ ” error message. When I reduce the number of categories down to a hundred or so, I do not get the error and can execute the webpage. Is there a limit to how many categories can be created? If so, can this number be increased somewhere in the WP code?
