  I understood that I could register a domain name for free, why am I being asked for payment?

  WordPress.com is the top level domain here and you have a free blog http://thejollytanners.wordpress.com/ on a wordpress.com subdomain.

  If you want to purchase own custom domain name then you purchase it via a domain mapping upgrade.

  If you already own a domain then you purchase a domain mapping upgrade to use it in conjunction with your .wordpress.com blog.

  In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from.   If all you want to do is read blogs then ignore all prompts to purchase any upgrades at all, knowing if you do not provide your financial information then you cannot be charged for anything.
