If you want to purchase own custom domain name then you purchase it via a domain mapping upgrade.
If you already own a domain then you purchase a domain mapping upgrade to use it in conjunction with your .wordpress.com blog.

In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.

If all you want to do is read blogs then ignore all prompts to purchase any upgrades at all, knowing if you do not provide your financial information then you cannot be charged for anything.
