Is there a plugin that allows users to do this?

Search for someone via state, city and name ? I want my users to be able to do this on my site is there a way to do this without coding? A compatible plugin for this would make my life a lot easier.

In general, WordPress.com already comes loaded with a number of plugins built in to the platform which can be found in widgets and shortcodes. However, users cannot install 3rd party plugins. You can learn more about that here: https://en.support.wordpress.com/plugins/
