Is there a plugin/functionality that allows anonym users to upload picture

  Not if you’re hosted here at WordPress.com. If you’re hosted elsewhere and have a blog using WordPress software, you need to be asking at WordPress.org.

  And, word to the wise; you will regret that function if you install it. But your lawyer will love it.

  Thanks for the fast reply. I was not intending to host it here, but on “my” server. I dont have or know any lawyer, hope it stays like that for a loooong time :)

  Legally, you’re responsible for all posts on a blog. The blog owner is responsible. If you allow anonymous people to post pictures on a blog without an approval process, you’ll get nasty stuff up there, very quickly.

  I was hoping to find a component/ plugin that allows you to upload picture, but admin needs to approve them before publish.

  WordPress.org will have the answers for you on that. It sounds like it might be possible, but they’ll know for sure.
