Is there a process to claim blog addresses that have never been used?

I was looking to change my blog address but found what I wanted in use on a blog from the year two thousand five. From what I can tell the blog has not been used itself.
I found the following:
“It is possible that, in future, we will consider reclaiming blog names that have been stockpiled by spammers and squatters and never used (although we make absolutely no promises that this will happen).”

There is no such process deleted blog URLs here are not recycled.

Also note that blogs belong to those who registered them. There is no expiration date on blogs unused or otherwise. If you can make contact on your own then there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.
