Is there a way to build your WordPress site in a dev (not live) environment?

  I’d like to build my business’ website in a dev environment, so that users can’t view it until it’s complete and I’m ready to launch it.

  Is there a way to do this? From what I can tell, it looks like WordPress automatically launches your site upon you creating the domain.

  Thanks in advance for any insights you all can provide.

  The choice of making the site private is available at the time of creation, and at any other time. For existent sites, go to Settings > Reading, and at Site Visibility select “I would like my site to be private, visible only to myself and users I choose.”

  To make a site private at the time of creation, at the Sign Up page > Privacy, choose “I want my blog to be private.”
