Is there a way to have my MENU bar above my header?

Possibly? Maybe? Anybody know the right code? Or, that maybe point me to the right syntax?

I don’t think that there is a CSS upgrade means of doing this with an existing theme.
There are some themes that already have the menu bar at the top. Neo-Sapien is one such available here at wp.com.
I understand that switching themes might be a high price to pay if you’ve already put effort into tailoring your current theme, and may land you with a theme you find unsuitable in other ways…

Ah. Didn’t realize it wasn’t something easy to change in the CSS. Learn something new every day. I’m fine with where it is, I just thought maybe my blog ‘description’ line “a little of this, a little of that” was too close to the menu. No biggie. I don’t think I’ll be changing the theme. Thanks for you help!
