Is there a way to make background images responsive without plug-in?

I have uploaded a custom background image to my blog which looks fine on my desktop. I had noticed that it was not displaying properly when I viewed it on a laptop. Is it possible to make the background image responsive without a plug-in? I have a premium wordpress.com account that does not have plug-in ability.

The blog I need help with is: (visible only to logged in users)

    Hi there,

This would be dependent on the theme itself and it looks like you have already enabled mobile on your site.

This is what I currently see on my mobile device when I go to your site:

    Screen Shot

That would be the current design if you enable mobile. Is that what you are seeing?

Yes this is what I see but I am afraid that you might of misunderstood my question. The theme being used is Hero and my background is 1500px wide by 1000 high. Whenever the background image comes within an inch of the horizontal edges it clips when viewed on a laptop. I have since scaled down the image to compensate but I would much have the larger images on my background. Is there a way to make a background image responsive in this theme?
    Thank You

You may be able to edit it with CSS. Try going to the CSS Customization forum and our volunteers/staff can help you there:
