Is there a way to make sure that each new article on a page is at the top?

We have a page for one of our senators, as well as many other pages. When I put a new article (I hesitate to use the word “post”) on her page, I would rather have it at the top than at the bottom. How do I make sure this happens? I’ve been putting the page order at zero, but that yields inconsistent results.

To get control of that, create your own menu via Appearance -> Menus in your blog’s Dashboard.

On the default home page view, articles, or posts as we call them in WordPress, are always ordered with the latest at the top unless you make some of them sticky posts.
For pages, you can use the custom menu option as macmanx mentioned above.

Yikes !!! I forgot to mention that I like to write and edit on LiveWriter, as I find WordPress composition pages too confusing. Any hints for LiveWriter?

There is not a way to change the order of posts in general, and if you want to change general settings like creating a custom menu then you will need to use the WordPress.com site’s admin pages to do that part.
