Is there a way to use a blog name that was already taken but deleted?

Hello wordpress community. I’ve been trying to name my new blog and the message that shows up is “this name is already taken”. Ok, I can cope with that, but when I try accessing the blog that has the name I wanted – in this case, powerup.wordpress.com – a message pops up saying that the blog was deleted by the author(s).
If so, then why couldn’t I use such url? And what can I do about it?

http://en.support.wordpress.com/recycling-blog-names/What you can do is purchase a domain name http://support.wordpress.com/domain-mapping/register-domain/ of your own via a domain mapping upgrade http://support.wordpress.com/domain-mapping/register-domain/ and then what the underlying .wordpress.com subdomain URL is will not matter.

Once a blog is deleted by the author, the URL is gone and at this time, wordpress.com does not recycle any of those deleted URLs.
