Is there any possibility for suspended domains to be available again?

    I want to register a new .wordpress.com domain, but it says this name is already taken. Going on that website, it says ‘This site has been archived or suspended for a violation of our Terms of Service.’
    Is there any possibility for this name to be available again or will it just be gone forever?
    The suspended blog is not my own.

    gone forever unless the blog owner works to get it out of suspension with the terms of service group
