Is there any way to create a hover animated button on a WordPress.com blog?

  I have a WordPress.com, not WordPress.org, blog. The reason being that I know little about web development.

  I have images on my site that are hyperlinks. I would like the buttons to do something on mouse hover. I know this can be done with a WordPress.org account, but is there any way to do this with a WordPress.com website?

  You can only do it with CSS.

  Do you have a premium account that allows you customization?
