Hi there, first it looks like your site oob-records is not hosted here on WordPress.com, the hosting provider, whose forums these are. WordPress is software that you’ve installed on your web hosting provider, Bluehost.
If you have any questions about any changes in your hosting provider’s terms and conditions, you’ll want to check with your web host. If you have a plugin of a similar name, check directly with them.
To me personally, such an email “from my email/To: my email.” and the link you’ve shared makes it look like a scammer notice.
Staff: please remove the scammer link from the OP’s post. Thanks!

It’s a scam – WordPress will only roll out updates via their included updater and will never ask you to install a plugin

Hello,
anyone got replay from WordPress. I have got the same email as you guys and immediately thought hoax but this one looks pretty realistic.

Yep, got one too. Clicked on the link to see where it goes even, and the next page is en.us-wordpress.org/plugins asking to verify that you have secure connection. Just as suspicious as the email.
