Is this against Terms of Service?

  I signed up for a service BlogUpp so I can get traffic, but it requires a “banner” that actually shows posts from other blogs. I just want to know if it’s against tos. If it is, I’ll remove it. Visit http://grindgadget.com or http://grindgadget.wordpress.com and look in the sidebar to see the BlogUpp banner.
