Is this an April fools joke?

I recently upgraded my site and started WordAds. Yesterday my cpm was 1 cent. There is no way this is a reasonable rate for 1000 impressions. I understand they are going to pay less than Google, but 100s of times less!? My average cpm for my first week was 7 cents. Either this is some sort of mistake or this company needs to be outed as a scam. I contacted their support and a ‘happiness engineer’ gave me a copy paste response about fluctuations and country of origin of clicks (most of my traffic is US). This is extremely disappointing and I feel like I have stepped into some sort of bizzaro world when i read some of the threads here.
Second question: do you seriously need to upgrade to ‘business’ at $25/mo in order to get ANY plugins on your site. So basically they make you pay more to get any other ads on your page. Wow.

Yes. The site infrastructure is different to allow for plugins with the Business plan on WordPress.com. If you don’t need a managed environment, hosting, support, than maybe using WordPress.org is a better option.
WordPress.org is the open source WordPress installation that you would manage entirely by yourself. There’s a volunteer of community helpers available at https://wordpress.org/support/forums/
