Is this Header Flotaing option a Plugin?

  I’m trying to figure out how to create this –> https://www.derechosdigitales.org/12841/venezuela-cuando-el-atacante-es-el-gobierno/

  If you see, when scroll down shows a header, but is not the principal one, is one that just appear in posts when you scroll down, and gives the option of shows social icons and logo with post title.

  Is this a plugin? The ones I found until now just works for fix and stick the regular site header.
