Is this spam?

I’m not an experienced blogger so please excuse me if this is a dumb question. My blog is a non-profit effort that serves the people in my community in Colorado which was devastated by a flood in September. Every once in a while I get a comment that seems “out of left field”. I just got one with a url that points to a cosmetic surgey page in South Korea. The comment seems innocent enough but it makes me wonder if I’m missing something about why people do this. Are they sincere?

Can anything terrible happen if I Approve the comment?

Being an Experience Blogger The Comments you refer to are spam but approving them will not cause anything terrible to happen.
Blogs accrosss the internet get these messages in multiples everyday and thanks to Automattics Atkismet Plugin You are not in the shoes of those who don’t have such a security, others have droves of such messages prior to Atkismet.
Don’t Approve the message however as these Spam can show a bad light about a blog and will benefit the spammers who will receive traffic from your blogger, although we can tell from the irrelevant comment that it is a SPAM comment.
Feel Free to NOT Approve Comments Like these in the future that will not be Related to your Blog Post in Anyway or Just Clearly Look Spammy.
