  The short answer is that the site you point to is NOT a free hosted WordPress.com blog and to the case that theme is NOT available here, and cannot be used on free hosted WordPress.com blogs. The only themes we can use on our free hosted WordPress.com blogs are found here Dashboard > Appearance > Themes and no others.
