Issue when linking ot to other site.

  I am having an issue on my blog. When I try to attach a link to me text the hyper link defaults to http://www.mysite.com//www.outgoinglink.com
  here is an example http://www.thesearchengineconnection.com/2008/09/24/getting-ahead-in-this-weak-economy/
  please help
