Hi! I definitely see what you’re seeing on your site, but unfortunately this looks like it’s related to your theme Koi, which is retired and is therefore not receiving updates to keep it in line with the WordPress software. I wasn’t able to replicate this issue on my test site, until I switched it over to use Koi.
As soon as I did that, the classic block did the same thing for my test site; and when I switched the test site back over to an unretired theme, the classic block buttons became visible once more.
It might be worth considering changing to a newer theme eventually, as you may find other issues like this crop up as Koi gets increasingly further from the current WordPress standard, though I realise that’s something you’d want to take your time over.
Apart from switching to a newer theme, was there anything in particular you’re using the classic block for, that we can help you do using other blocks instead?

Because my blog is text heavy rather than image heavy the text block method is painful. I guess I’ll have to update my theme.
Can you perhaps recommend a theme that is best for text presentation/closest to Koi? I’m concerned about losing pages etc -
Sure thing. All of the themes can be browsed via https://wordpress.com/themes/ and on that page you can search by features, subject style, paid or free themes.
Looking at free options there are several text based option that could help you stand apart with your online presence.
Upsidedown – this is a title heavy, list view on the front page. https://upsidedowndemo.wordpress.com/
twentytwentythree – this is a great option if you want to display featured images with your posts, and maintain a neat front page with the grid style.
https://twentytwentythreedemo.wordpress.com/None of your content will be impacted or deleted when changing themes. Features may need reconfigured, but the content will still exist in the back end.
