issue with post sheduling

Hi
We run a local news website and have few free lancers working for us. Now what we have found lately is that a single free lancer has been posting news items by scheduling it at past dates. For example today is 27-09-2018, but he has posted a news item by scheduling it for 25-09-2018. So it looks like he posted it 2 days back, but he only posted it today.
So how do i restrict authors to present and future dates only when scheduling a post for publishing ???

Is the site running on your own WordPress installation or using WordPress.com?
Can you confirm the URL – I’m happy to check.
On WordPress.com the scheduled posts are triggered to publish after the first visit to the site after the scheduled date and time. It might not be the best option. The dates can always be altered to present day if needed.

The system put a wrong website, the site is http://www.patrikai.com, its a local tamil language website.
The concerned person keeps doing it, we have a FB group and put links for them to work on, what he will do is put a previous time and claim he has already posted it. So we would like to restrict to current and future dates only.
I am not even sure why wordpress doesnt allow it. Scheduling for past dates makes no sense
And yes it on wordpress.com

Got it. So, patrikai.com, is not on our service. It’s running a stand alone WordPress installation.
