Issue with premium upgrade

Hello I upgraded my site to premium today but I don’t see any difference from the basic. I wanted to change my theme to On Demand but it’s asking for an additional $75. What exactly does premium consist of? I’m not able to make any changes to my site which is a waste of my $100.

Just in case …
Refunds are time limited. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
Note: It takes from 1 – 2 weeks for the refund to be received.

http://en.support.wordpress.com/Billing-History/Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades.
