Issue with shipping rates for wholesale user / customer & guest & woocommerce zones for shipping

  I am trying to figure out what is the best method plugin to do the following

  I have registered wholesale customers who get wholesale rates and 3 shipping options based on table rates which are automattically calculated based on a weight break up to 2kg then over 2kg but up to £200 and then free over £200.

  I have registered users and unregistered guests who can have up to 30+ shipping rates based upon weight breaks.

  Since woocommerce deprecated in 2.6, there is a need to create shipping zones.
  I only sell to UK so i have 2 shipping zone names — wholesale and customer. Each have table rates respectively. Each zone has UK under the REGIONS heading

  Now as woocommerce doesnt differentiate between the USERS (wholesale vs customer or guest), the first Zone Name in the SHIPPING ZONES is what is automatically selected by woocommerce regardless if they are wholesale user or customer or guest.

  I have tried to use WooCommerce Role Based Methods to differentiate so customers or guest cant be given wholesale shipping. Does not work.
  I have tried Restrictions but is does not work.

  I know it did work before the deprecation but with the current requirement for shipping zones which are the same region, it does not work. If i move the customer zone to the top then the wholesale customer gets the customer table rates…conversely if i move the wholesale zone to the top then customer get wholesale table rates.

  Any idea what plugin or ??? is best suited to getting it working?
