issues when transfering website to new host

I have made a full backup of the website and the database, copied it all to a new account on a new server and changed the database names in the config file as new host limits the name length. But when I try to view the site using the server 123.123.123.123/~mysite it shows a blank page, so i tried to view the admin page and get the ‘actual’ php code !, bits missing from the output, but the source code shows the raw php code.
How can I test that the files have moved over and the site shows ok before changing the DNS ?

update, I found that there was an .htaccess file that was causing the first issue of the php code showing up. But still I get a blank page.
