issues with changing URL (site redirect upgrade a necessity?)

I’m confused by what I read on the Support pages.

If I want to change my URL (not my Title) but I want to STAY on WordPress, do I need to purchase a Site Redirect Upgrade? One page says “if leaving WordPress,” that I will, but somewhere else I saw directions on doing HTML code (which I’m not familiar with, but I do have a friend that is) that says how to do so without purchasing the upgrade.

    Thoughts? Help?

    Thanks!

The Safest way to change URL’s if you want to stay on WordPress.COM (new-blog-name.wordpress.com) is to create the new blog from the Manage My Blogs section of your Dashboard – then export the contents from your old blog and import the contents to your new blog – then when everything looks good to go – get the site redirect to send traffic from your old blog to your new blog and then set the old blog to Private – that way when you change your mind your old URL is safe and waiting for you

There is a change blog address but it seems to delete the old address so you can never use the old address again – many people have regretted changing the blog address and have been prevented from going back to the old address –
