  I am trying to add the Paypal Plugin to then add a Paypal Donate button to our website, but can’t find where to add plugins as I am not given that option on my administrative page.

  Is not necessary to install a plugin in order to add a PayPal done button on your blog – all you need is to add the code on your website.
