it can not show up the Add New or Upload new theme

can someone tell me how to solve why when i wanted to install new themes form outside or I’ve already downloaded the theme, it didn’t show up the Add New or Upload new theme on appearance.

For what site are you trying to upload a theme?
If it’s for your WordPress.com site, amoyebunai.wordpress.com, you’ll need to upgrade to our Business Plan in order to do that:

The domain, nopjr.com, is no longer registered with us, as you cancelled that domain yesterday, on the same day that you bought it. So you no longer own that domain.
