It says i do not have access this is after i had a new hard drive put in my computer.

I’m not seeing any record of that domain or your site ever being registered or hosted here at WordPress.com.
Could you have built a site with the open-source WordPress software from WordPress.org and hosted it elsewhere? Here is a support document that talks about the differences between WordPress.com and WordPress.org.
You may have used WordPress.com to access your site in the past, many people do. But if you are having trouble with it, you will need to talk to your domain registrar and/or host’s support team. We here at WordPress.com have no access to sites that are not hosted on our servers.
