  Howdy,

  You can enable it for your blog at https://blkdrama.wordpress.com/wp-admin/options-general.php . When logged in, you have a personal setting at http://wordpress.com/setting/ which will enable/disable snow on any WordPress.com blog you visit (that have the blog set to display it).
