I purchase the business plan, when I entered the payment but the web shows credit card code didn’t match, but I still get the notice for I’ve been charged, and my website didn’t turn to business plan.

the web shows that my Card Security Code didn’t match, but I got the notice from bank says it’s been charged, and my website still shows it’s free plan not business plan, so what I do now?

We have no history of purchases, transactions, or billing activity of any kind under the account you’re currently logged into.
If you enter the charge details at https://wpchrg.wordpress.com/ we should be able to help you with this.

Yes, I am aware of that, but my bank reply it’s already been charged. so yes, I email the billing support already, this experience for trying getting help is really bad.
