Jetpack can’t communicate with site

Hi,
I recently created a wordpress account with hosting, and had a developer build out a site. The site is now live, but I cannot access the dashboard to makes changes or manage the account (although I am logged in). There is an error message saying ‘Jetpack can’t communicate with your site.’When I click the ‘learn how to reconnect jet pack’ link, I’m unable to follow the instructions given because there is no jetpack dashboard option, now will it let me download the plugin (assuming this is even the issue).
Please help.
